This requirement is for a firm-fixed price contract for one (1) each NSN: 5120-01-500-5497BA, Kit, Wrench – Core Thrust Reverser, P/N 17G230271-1, which includes one First Article which will serve as the production asset, one First Article Test Plan, one Marking Plan, and one First Article Test Report. This requirement also includes three options of one (1) – three (3) each.
The F117-PW-100 engines used on the C-17A are equipped with core thrust reversers (TR’s). The reverser mounts to the aft engine flange with 60 bolts. The bolts are per DPD standard 3D0118-1, which has No. 10 wrenching elements per MS33787. The companion self-locking nuts are located along the rear engine flange. The bolt heads are accessible from the rear (reverser side) of the interface plane (the head of the bolt faces rearward, toward the exhaust end of the engine).
An organizational and depot level task is to remove & replace (R&R) the TR on-wing using an engine lift trailer, P/N: PT90-F-503 and a core thrust reverser cradle, P/N: 17G230020-1. An in-shop task is to R&R the core TR during engine repaid/build-up. The R&R procedure requires the 60 bolts to be removed and reinstalled.
Following hours of service, experience has shown that breaking loose the attachment bolts become extremely difficult. The removal of the bolts is complicated by the geometry of the engine/core TR interface area, making the access to the bolt heads difficult. Once the bolts have been broken loose, the task of removing (or installing) the mount bolts have proven to be a tedious, time-consuming task due to poor accessibility around the engine rear flange/core TR interface area (using common hand tools, a bolt can be rotated only a few degrees at a time).
A means is required to provide a comprehensive set of equipment to remove the core thrust reverser/engine interface mount bolts. The means shall meet the following requirements:

This will be a 100% Small Business Set Aside. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFQ. All responsible small business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED.
