Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, VA intends to sole source a contract to KeeneFX LLC to provide a Personal Assistance Services to an employee with a disability (EWD). That individual will assist the EWD with daily living functions such as eating, taking off outdoor clothing, navigating elevators and building obstacles, organizing files for ease of locating needed information, and similar daily living functions. In accordance with the procedures outlined in the Department of the Navy’s Procedures for Processing Requests for Personal Assistance Services, Updated March 28, 2018, which provides that the Department of the Navy must give primary consideration to the requestor’s preferences in determining a PAS provider for a single individual to the extent permitted by law.

This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 624120, Services for the Elderly and Persons with Disabilities. The Small Business size standard is $15 million. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response.

A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 12:00 PM ET, 25 May 2023, the contract will be awarded without further notice. No questions will be addressed.
