The Federal Aviation Administration (FAA) contemplates issuing a Screening Information Request (SIR) for services necessary to perform remedial action, site investigation and groundwater monitoring activities at several areas of concern at current and former FAA properties at Cold Bay, Alaska.
The purpose of this pre-solicitation is to solicit statements of interest and capabilities from SEDB 8(a) certified Alaska Native Corporations capable of performing the type of work described in this notice.
The Contractor shall provide all equipment, supplies and labor required to complete the work in accordance with all specifications, drawings and terms of the contract. The scope of work includes, but is not limited to, the following:
There are twelve areas of concern (AOC) included in the scope of work. Ten of the AOCs are locations where underground storage tanks (UST) used to be, which require additional contaminated soil to be removed from the bottom of the UST removal excavation to a depth of 15 feet. Two of the sites are where surface spills have occurred.
Please NOTE: Cold Bay can be accessed by large freight aircraft, scheduled barge service or State of Alaska ferry. Barge and ferry schedules can be impacted by equipment break downs and weather. The State of Alaska ferry system can also be unexpectedly impacted by state fiscal issues. There are limited options for transporting staff and small freight to Cold Bay with Ravn Alaska Airlines and ACE Air Cargo.
Due to the popularity of waterfowl hunting in the Izembek Wildlife Refuge, there is a significant increase in demand on local lodging and vehicles starting in late August and into October. The influx of hunting tourists can also impact passenger baggage and seat availability, as well as impact the prioritization of air cargo coming into Cold Bay.
In order to better understand the market for this potential requirement, the FAA requests the following information from interested vendors:
Failure to respond to the pre-solicitation may preclude a Contractor’s ability to receive a copy of the future solicitation. Limit complete responses to no more than five pages. Information will not be released; however, mark PROPRIETARY on all documents submitted, as applicable.
