Procedimento pré-contratual que se encontra dividido em 46 lotes e tem por objeto a contratação de serviços de consultoria e desenvolvimento para reformulação do atendimento dos serviços públicos, bem como a realização de medidas relacionadas com a interoperabilidade na Administração Pública e com as estratégias e programas de transformação digital da Administração Pública, incluindo as vertentes de acessibilidade digital e dados abertos.

Para execução das Medidas PRR acometidas à AMA e para apoio à Transformação Digital da AP, pretende-se a contratação dos serviços de consultoria e desenvolvimento de sistemas de informação.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Nos termos do disposto no artigo 311.º do Código dos Contratos Públicos (CCP), o contrato pode ser modificado por ato administrativo do contraente público quando o fundamento invocado sejam razões de interesse público decorrentes de necessidade novas ou de uma nova ponderação das circunstâncias existentes [cfr. alínea c) do artigo 312.º do CCP], existiram alguns fatores que influenciaram a execução do contrato tendo uma execução mais baixa do que a planeada.
