Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Ein Auftragnehmerwechsel für die Restlaufzeit der Rahmenvereinbarung (maximale Rest – Vertragsdauer: weniger als zwei Jahre) wäre mit erheblichen Schwierigkeiten und beträchtlichen Zusatzkosten verbunden und daher unzumutbar. Aufgrund der hohen Themenkomplexität, dem heterogenen Stakeholder-Umfeld sowie diffizilen Abhängigkeiten zwischen den laufenden Projekten besteht der Bedarf nach einer kontinuierlichen und verlässlichen Beratung und Unterstützung. Abrufberechtigt sind 30 Bedarfsträger unterschiedlicher Ressorts, welche mit dem IT-Dienstleister des Bundes (ITZBund) an ressortübergreifend Projekten wie der SAP-eRechnung arbeiten. Die fristgerechte Umsetzung der laufenden Projekte sowie deren Finanzierung wäre gefährdet.
