Hankinnan kohde ja vähimmäisvaatimukset on kuvattu tarjouspyynnössä ja tarjouspyynnön liitteissä. Tarjoaja sitoutuu jättäessään tarjouksensa vastaamaan siitä, että palvelutuotanto täyttää tarjouspyynnössä ja sen liitteissä esitetyt vähimmäisvaatimukset ja ehdot viimeistään sopimuksen tullessa voimaan.

Hankintamenettelyn perustamisvaiheessa mukaan tulleiden palveluntuottajien osalta sopimuskausi alkoi 1.1.2021. Ensimmäisen uudelleenavauksen osalta sopimuskauden aloitusaika on 1.5.2022. Toisen uudelleenavauksen osalta sopimuskauden aloitusaika on 1.6.2023. Sopimuskausi päättyy kaikkien sopijapuolten osalta samaan aikaan (31.12.2023) riippumatta sopimuskauden aloitusajankohdasta.
