NOTICE OF INTENT TO SOLE SOURCE In accordance with FAR 13.501(a), Network Contracting Office 23 hereby provides notice of intent to award a sole source firm fixed price contract to
SupraVISTA Medical DSS, LLC, located at 514 Maon Road, Farnham, VA 22460 for a commercial off-the-shelf software license. The basis for a sole source award is that Brillians Cognitive
Support System software is only licensed by SupraVISTA Medical DSS, LLC, and there is not equivalent software available in the marketplace that provide the extensive features specifically
designed to seamlessly meet VHA VistA/CPRS needs. An annual software license (with test result module) for all VISN 23 facilities will be procured. The Brillians Cognitive Support System
software license complements the VHA VistA/CPRS system, offering an automated, rule-based analysis of clinical data at point of care. The application provides automated alerts and
problem-centric reports at point of care, improving patient safety, quality care, and provider productivity. This software provides clinical intelligence that is missing from CPRS,
analyzing and interpreting patient data (instead of simply mail-merging) and providing results for provider attention via Alerts while reducing the risk of clinical errors. Reports
(problem-centric and system-centric views) compound all relevant medical conditions, saving the provider time and enhancing productivity. In addition to alerts and reports, Brillians
software also includes prescription writer, letter writer, progress note writer, task manager, data mining, medical calculators, medical scales, and links to medical reference resources.
The anticipated statutory authority for limiting competition is FAR 13.106-1(b)(2); only one source is capable of providing supplies required at the level of quality required because the
supplies are unique or highly specialized. The NAICS code is 513210 with a size standard of $47M. This Notice of Intent is not a solicitation nor is it a request for competitive quotes.
However, any capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses
to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive
procurement. Any prospective vendor must be registered in the System for Award Management (SAM) to be eligible for award. Capability statements shall be submitted by email to David Malm
