Notice to Sole Source
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Kaiser Permanente Southern California (KPSC) for “A Virtual Network to Investigate the Clinical Epidemiology of Influenza and the Effectiveness of Influenza Vaccines”. This acquisition requires the collection of high quality EHR data to improve influenza pandemic preparedness and response, including the collection of EHR data on health insurance plan members to quantify burden of influenza and study VE of existing vaccines, and currently participates in an observational, multicenter, and public health surveillance/research EHR network, which is required for this acquisition and is necessary for our program and analyses.
Market Research review, no other potential contractors, other than the previous contractor (KPSC) can perform this contract because of their familiarity with and current participation in CDCs “Network to Investigate the Risk of Influenza-Associated Outcomes and Influenza Vaccine Effectiveness Using Integrated Medical and Public Health Records” (VISION) vaccine effectiveness (VE) Network for collecting electronic health record (EHR) data, their ability to provide and collect high quality EHR data on health insurance plan members to quantify burden of respiratory viruses and study VE of existing vaccines, and their current participation in an observational, multicenter, and public health surveillance/research EHR network which is required for this acquisition. Lastly, no other vendors can replicate this type of information because of the proprietary nature of the data and this contractors network of data sources.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 “only one responsible source and no other supplies or services will satisfy agency requirements.” Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

Period of Performance (POP): Base year plus three (3) option years for a total of four (4) years.
This notice if intent is not a request for competitive quotations or proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government for future requirement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
