In accordance with Federal Aviation Administration’s (FAA) Acquisition Management System (AMS) Procurement Guidance T3.2.1.2, the purpose of this Market Survey/Request for Information (RFI) is to solicit constructive feedback in the form of questions and comments from interested vendors on the FAA System of Airports Report (SOAR). Responses will aid the FAA in its determination as to whether or not adequate competition exists to compete this effort. Please see the attached draft documents for detailed information
THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A Screening Information Request/Request for Proposal (SIR/RFP) will be made under a separate announcement in the near future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this RFI. Therefore, any cost associated with your response is solely at the interested vendor’s expense.
The vendor must use the Question and Answer Form provided to submit all questions and comments. The form should be attached to an email with the subject line “SOAR RFI” and sent to the following address : 9-AWA-ARP-Procurement –Input@faa.gov. The questions and comments submitted in response to the RFI could very well result in revisions to the resulting SIR/RFP but the Government reserves the right to review and use the data submitted at its own discretion. The Government will provide a consolidated response to the questions and comments with the SIR/RFP.
Note: The FAR references cited in SAM.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).
Please contact the P.O.C., Curtis Fields Contracting Officer, Curtis.fields@faa.gov, for any questions related to this RFI.
