DRY LEASE OF EXPERIMENTAL PLANE

The following questions are for market research only and are intended to assist the United States Space Force (USSF) in the development of an acquisition strategy for a new contract. This is not a request for proposal. Responses to the below market research questions will not be shared with anyone outside of the Space Force/ NORAD/NORTHCOM. Any costs associated with an interested party’s response to this request will not be authorized.

NORAD/NORTHCOM’s (NNC) wishes to establish a dry lease for a small plane that is FAA certified for experimental use. The plane must be able to fly governmental equipment across the U.S.A to include Alaska. The plane must also accommodate two passengers. The number of flying hours is unknown currently. However, the government will expect priority use when a biweekly flying mission is planned.

This requirement is categorized under the North American Industry Classification System (NAICS) 532411 Airplane rental or leasing with operator. The small business threshold for this NAICS is $45.5M.

Please note that all awardees of a federal contract SHALL be registered at www.sam.gov.

Please briefly respond to each of the following questions in your notice of interest:

1. Please submit your company’s information to include Business Name, Point of Contact, Contact Information to include email address and phone number, CAGE CODE, Business size and social economic status.
2. Please provide evidence of your plane’s FAA experimental/restricted use certificate.
3. Please explain how your plane has been used for research previously.

Responses to this notice are not offers and cannot be accepted by the U.S. Government for a binding contract or agreement. Those requesting this information will not be obligated to pursue a particular acquisition and/or acquisition strategy as a result of this RFI. Responses to this RFI will not be returned. Failure to respond to this RFI does not preclude participation in a future solicitation if one is issued.
