Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and
similar services shall be submitted. Determination of the similarity of the experiences will be based on:
i) The contracts size: contracts above EUR 2,000,000 for services of similar nature;
ii) The nature of the Services: project management support, institutional support and capacity building, operation support, procurement support, communication, assistance in
operation;
iii) The technical area and expertise: urban mass transit projects, with at least two experiences in BRT projects on contracts of similar size and nature;
iv) The location: knowledge and in depth experience of similar services execution in developing countries. Experiences in english speaking countries are a must.
v) Key expert availability: while CVs are not required at this stage, the applicant should confirm the availability of technical experts at minimum in the following position: Team
Leader, BRT System Expert, Automatic Fare Collections Expert, ITS Expert, PPP Expert, Financial Advisor/ Modeler (BRT Operations), Legal Expert, Marketing and Branding Specialist,
Procurement Specialist, Electrical engineer, Telecommunication engineer
Note: CVs of the proposed key staff will not be evaluated at this stage
The Client will also take into account for the evaluation of the applications the following items:
vi) Skills and availability of in-house technical back-up experts provided to the on-site experts;
vii) Local representatives/partners;
viii) Quality assurance procedures and certifications of the Applicant such as ISO 9001.

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES– FIRMS SELECTION)
THE CONSULTANCY SERVICES FOR PROJECT MANAGEMENT AND OPERATIONAL DESIGN CONSULTANT: PROPOSAL No: TR26/BRT5/CTZ1075 01U/2024/2025/C/01
The Dar Rapid Transit Agency (DART, the Agency) has received a financing from Agence Française de Développement (AFD), and intends to use part of the funds thereof for
payments under the following project : Dar Es Salaam Bus Rapide Transit (BRT) - Phase 5 (the Project).
The Project includes the construction of 27.6km of BRT lanes, extending from Ubungo junction to Dar es Salaam Port, branching from Tabata Segerea through Nelson Mandela
road to Kigogo, and from Veterinary to Mbagala. It encompasses the construction of 32 stations, 6 feeder stations, 3 bus terminals, and the commissioning of 6 feeder
routes. The construction works (stations, depots and carriageway) are implemented by TANROADS and DART is responsible for the implementation of the systems, equipment,
fleet and operation and maintenance.
The Services of the consultant are expected to consist of the following missions, which will be detailed in the Terms of Reference (ToR) to be provided in the Request for
Proposals that will be issued to the shortlisted applicants. The primary objective of this assignment is to assist the Agency to secure the necessary investments and
procure services from high-quality service providers, at the lowest possible cost and best value to the government and the system users. To achieve this, the Consultancy
services for Bus Rapid Transit (BRT) phase 5 is expected to provide comprehensive technical, financial, legal, and strategic support to the contracting authority
throughout the planning, structuring, and implementation of the project. Specifically, this includes:
i. Support to the Agency in the planning, management and implementation of the Project components under its responsbility, as well as in the reporting related to these
activities,
ii. Revising and updating the operational, service and business plans of the Project,
iii. Advising on the suitable procurement models for the different Project components implemented by DART,
iv. Conducting technical, financial, legal and environmental and social due diligence,
v. Identify / confirm financing models and sources and support DART in the securisation of the relevant financing tools required to implement the Project (e.g.: VGF,
guarantees, etc.),
vi. Ensuring regulatory compliance,
vii. Supporting the preparation, development of tender documents, procurement and implementation of the relevant contracts for Bus Supplier(s), Bus Operator(s),
Intelligent Transportation System (ITS), and Automated Fare Collection System (AFCS) equipment, etc.,
viii. Provide guidance on integration of technologies such as automated fare collection and smartcards, including interoperability with other systems,
ix. Develop and facilitate the implementation of stakeholders’ engagement plan, and communication activities, etc.
x. Identify and mitigate project risks by ensuring alignment with donor and Government policies,
xi. Develop and support the implementation of the paratransit (mainly dala-dalas) industry transition plan, and
xii. Support institutional capacity building to enable sustainable operations and effective contract management beyond financial close.
1. The Services are estimated to last for a period of forty-eight months, and will involve a strong presence of international experts in Dar Es Salaam.
2. The Dar Rapid Transit Agency hereby invites Applicants to show their interest in delivering the Services described above.
3. This Request for Expressions of Interest is open to eligible Consulting firms. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement
Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
4. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or
participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
5. If the Applicant is a JV, the expression of interest shall include a copy of the JV Agreement entered into by all members, or a letter of intent to execute a JV
Agreement, signed by all members together with a copy of the Agreement proposal. In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.

7. Among the submitted applications, DART will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
