El edificio sede de la Agencia Estatal de Seguridad Ferroviaria (en adelante AESF), necesita un servicio de seguridad interior para la vigilancia y control de entradas y salidas de personas y objetos,así como para mantener la seguridad de las personas, instalaciones y actividades que se desarrollan en sus instalaciones. Dado el carácter especializado de estos servicios, de acuerdo con la Ley de Seguridad Privada, es precisa su contratación con entidades autorizadas para su desempeño.La AESF no dispone de los medios propios para hacer frente de forma adecuada al desempeño de las funciones antes mencionadas, por lo que, en aras a una mayor eficacia, se hace necesario encargar a entidades externas la realización de este tipo de trabajo.
