VII.2.1)Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Aumento de la capacidad de los servicios de apoyo contemplados en el contrato, para el periodo comprendido entre el 1 de julio de 2023 y la finalización del contrato, siendo el esfuerzo máximo estimado de 12.320 horas anuales adicionales.

Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Un cambio de contratista implica: a) retrasos en las fechas comprometidas, debido a: i) nuevas tareas derivadas de la convivencia de dos líneas de trabajo, ii) imposibilidad de continuar con el actual modelo de desarrollo iterativo sin incurrir en elevados costes de coordinación, y iii) incorporación al proyecto de nuevos actores, que necesariamente deberán cubrir una fase de asimilación de larga duración; b) incremento de dificultades para la asignación de responsabilidades a los distintos proveedores; c) un aumento sustancial de los costes directos debido a: i) incremento directo de los costes de gestión del proyecto estimado en 2 300 horas adicionales, ii) mayores costes de formación y entrenamiento de los equipos.Igualmente, el incremento de precio resultante de la modificación no excede del 50% del valor inicial del contrato.
