Predmet aneksa je podaljšanje obdobja, za katero je sklenjena osnovna pogodba

VII.2.2)Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Spremembe pogodbe (opredelitve novih faznih rokov, podaljšanje faznih rokov ter pogodbenega obdobja, sprememba načina obračunavanja in plačevanja) so dopustne na podlagi 3. tč. 1. odst. 95. čl. ZJN-3, in sicer so spremembe potrebne zaradi okoliščin, ki jih skrben naročnik ni mogel predvideti (zaradi spremembe Uredbe o posegih v okolje, za katere je treba izvesti presojo vplivov na okolje, se je naknadno pojavila potreba po izvedbi PVO in pridobitvi OVS, posledično pa je bilo potrebno (za dodatna dela) opredeliti nove fazne roke, podaljšati obstoječe fazne roke (na kar je vplivala tudi razglašena epidemija Koronavirusa), podaljšati pogodbeno obdobje ter spremeniti način obračunavanja in plačevanja, saj je sprememba Uredbe povzročila časovni zamik pri dokončanju projektiranja, s tem pa odlog plačila izvajalcu, ki je nesorazmeren glede na prvotno predvideno dinamiko plačil). Spremembe ne spreminjajo splošne narave javnega naročila, saj predmet pogodbe ostaja nespremenjen.
