        Dokładne informacje na temat terminów składania odwołań:
        
        1. W prowadzonym postępowaniu przysługują Wykonawcy, a także innemu podmiotowi, jeżeli ma lub miał interes w uzyskaniu danego zamówienia oraz poniósł lub może ponieść szkodę w wyniku naruszenia przez Zamawiającego przepisów ustawy, środki ochrony prawnej zawarte w dziale IX ustawy, w szczególności:
        
        1) odwołanie;
        
        2) skarga do sądu.
        
        2. Organizacjom wpisanym na listę organizacji uprawnionych do wnoszenia środków ochrony prawnej, prowadzonej przez Prezesa Urzędu Zamówień Publicznych oraz rzecznikowi małych i średnich przedsiębiorców, na podstawie art. 505 pkt 2 ustawy,przysługują środki ochrony prawnej wobec ogłoszenia wszczynającego postępowanie o udzielenie zamówienia i zamówienia oraz dokumentów zamówienia.
        
        1. Odwołanie przysługuje od:
        
        1) niezgodnej z przepisami ustawy czynność Zamawiającego, podjętej w postępowaniu o udzielenie zamówienia, w tym na projektowane postanowienie umowy;
        
        2) zaniechania czynności w postępowaniu o udzielenie zamówienia, do której Zamawiający był obowiązany na podstawie ustawy;
        
        3) zaniechania przeprowadzenia postępowania o udzielenie zamówienia, mimo że Zamawiający był do tego obowiązany.
        
        2. Odwołanie powinno wskazywać czynność lub zaniechanie czynności Zamawiającego, której zarzuca się niezgodność z przepisami ustawy, zawierać zwięzłe przedstawienie zarzutów, określać żądanie oraz wskazywać okoliczności faktyczne i prawne uzasadniające wniesienie odwołania.
        
        3. Odwołanie wnosi się do Prezesa Krajowej Izby Odwoławczej w formie pisemnej albo w formie elektronicznej albo w postaci elektronicznej, z tym że odwołanie i przystąpienie do postępowania odwoławczego, wniesione w postaci elektronicznej,wymagają opatrzenia kwalifikowanym podpisem elektronicznym.
        
        4. Pisma w formie pisemnej wnosi się za pośrednictwem operatora pocztowego, w rozumieniu ustawy z dnia 23 listopada 2012 r. – Prawo pocztowe, osobiście, za pośrednictwem posłańca, a pisma w postaci elektronicznej wnosi się przy użyciu środków komunikacji elektronicznej.
        
        5. Pisma składane w toku postępowania odwoławczego przez strony oraz uczestników postępowania odwoławczego wnosi się z odpisami dla stron oraz uczestników postępowania odwoławczego, jeżeli pisma te składane są w formie pisemnej.
        
        6. Odwołujący przesyła kopię odwołania Zamawiającemu przed upływem terminu do wniesienia odwołania w taki sposób, aby mógł on zapoznać się z jego treścią przed upływem tego terminu. Domniemywa się, iż Zamawiający mógł zapoznać się z treścią odwołania przed upływem terminu do jego wniesienia, jeżeli przesłanie jego kopii nastąpiło przed upływem terminu do jego wniesienia przy użyciu środków komunikacji elektronicznej.
        
        7. Odwołanie wnosi się w terminie:
        
        1) 10 dni od dnia przekazania informacji o czynności Zamawiającego stanowiącej podstawę jego wniesienia, jeżeli informacja została przekazana przy użyciu środków komunikacji elektronicznej;
        
        2) 15 dni od dnia przekazania informacji o czynności Zamawiającego stanowiącej podstawę jego wniesienia, jeżeli informacja została przekazana w sposób inny niż określony w pkt 1.
