Indigo is conducting a project jointly with the owner municipalities for the procurement and establishment of a common HR system. The reason for this is that the HR processes – following an employee from the time the employment starts, throughout the employment relationship and until the end of the employment– are perceived as fragmented and not entirely thought through. The project follows the methodology of ‘Prosjektveiviseren’ (‘the Project Guide’) and is in the concept stage.

The obective of the project:

- more focus on management and not entirely personnel management; It should be easy for a manager to identify what is needed and when.

- ensure access to data adapted to the organisation and its structure and requirements; The HR system shall i.a contain master data for employees and form the basis for assigning resources according to service needs (Identity management, IdM).

- ensure that employees can retrieve information about themselves and update information about themselves and what they are doing.

Through this RFI the contracting authority wants to examine what the market can offer that can solve the contracting authority’s need for HR systems. It is not necessary that suppliers who respond to this RFI are able to cover the entire requirement, we also anticipate responses that only cover parts of the requirement.

All communication must go through KGV (the Tender Management System). The responses must be submitted via MSS KGV (Mercell) by the end of the working day 10.10.2023.
