        Estimated value in NOK excl. VAT: 1,800,000 per year, of which Bærum is 1,200,000, Asker is 600,000. The estimated maximum value including price increases of NOK 7,200,000/contract is cancelled. The need is uncertain.

        No partial tenders.

        Framework agreement/Standard terms. Oct. 2023 to Oct. 2025. The contracting authority may extend the contract for 12 months/2 years.

        Requires organised conditions in terms of employer"s contributions, VAT, tax. The tenderer/supplier authorises the contracting authority to obtain certificates from Tendsign, or submit certificates max. 6 months old. Justification of arrears/irregularities. Foreign tenderers certificates (Norwegian, possibly Swedish, Danish, English).

        Delivery, installation and repair of wattle fences and gates

        Objective and scope of the procurement

        The contest concerns the delivery of fences and gates.

        The value of the procurement is estimated to be: NOK 1,800,000 excluding VAT per year. The maximum value for the entire contract period, including any options and expected price increase: NOK 7,200,000 excluding VAT. The maximum value is estimated at NOK 1,200,000 excluding VAT per year for Bærum municipality and NOK 600,000 excluding VAT per year for Asker municipality. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority"s needs, activities, budgetary situation and other framework factors.

        The contracting authority reserves the right to terminate and conduct a new contest should this agreement exceed the highest estimated value before the contract period expires.

        Framework agreement

        2 The procurement will be regulated by a framework agreement for the purchase of fences and gates, with associated standard terms of agreement for Asker municipality.

        The framework agreement will be valid from and including 31.10.2023 until and including 30.10.2025, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.

        Tax and VAT certificates

        Requirement: Tenderers must have their tax, employer contributions and VAT payments in order in accordance with the legal provisions. Documentation requirement:

        Norwegian tenderers: After tender submission, the tenderer must give consent for the contracting authority to obtain the above from TendSign. After tenderers have submitted their tenders in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

        If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate itself and immediately receive it by email.)

        Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

        Other economic and financial requirements: Economic and financial standing

        Requirement: Financial capacity to perform the agreement is required, but at a minimum, the tenderer is required to have a creditworthy rating of A according to Dun & Bradstreet/Risk Guardian Suite, or to have the financial capacity to perform the agreement at the discretion of the contracting authority in accordance with the attached documentation from the tenderer.

        Newly established companies must have the financial capacity to fulfil the contract. The contracting authority will conduct its own assessment of the tenderer"s finances through the Dun & Bradstreet/Risk Guardian Suite company and accounting information system. Credit ratings from company and accounting information systems other than Dun & Bradstreet/Risk Guardian Suite will not be accepted to ensure equal treatment of the tenderers. Tenderers can attach other necessary information in the offer if the tenderer believes that Dun & Bradstreet/Risk Guardian Suite does not provide an accurate picture of their financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

        There are requirements related to the tenderer"s technical and professional qualifications.
