Procurement of buried containers and electronics including external hosting
Reference number: 10/2023The contracting authority needs a framework agreement for the procurement of buried containers and electronics, including an administration system and external hosting. The contracting authority has chosen to procure buried containers and electronics in one and the same total delivery, and encourages the market to join up with relevant sub-suppliers in order to cultivate the right product for the right need for competence, quality, and technology.
Based on previous statistics, the entire contract value is estimated to be approx. NOK 46 million over 6 years for buried containers and electronics.
The framework agreement will be valid for 2 years, with a unilateral option for the contracting authority to extend the framework agreement for 2+2 years. The reason for having a longer contract period for the framework agreement is the complexity, system, and resource use with the accompanying costs for changing components and system. All estimates are given according to the contracting authority"s best judgement for the contract period. The limit for the framework agreement is set to maximum 25% increase of the stated value for the entire contract period including options. Qualification requirements
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.
Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.
Documentation requirement:
Credit assessment based on the most recent accounting figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating agency with licence to conduct such services.
Minimum level(s) of standards possibly required:Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.
Qualification requirements
Tenderers are required to have a quality assurance system.
Documentation:
Documentation of the quality assurance system.
An account of the tenderer"s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer"s quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.
Qualification requirements
Tenderers are required to have an environmental management system.
Documentation:
Documentation of an environmental management system.
An account of the tenderer"s existing routines and documentation that the requirement for an environment management system applicable for the assignment is covered. If this is described in the tenderer"s environment management system, in accordance with ISO 14001, EMAS, Eco-Lighthouse or equivalent, documentation of this can be attached. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This must be documented in writing.
Qualification requirements
Tenderers must have experience from comparable assignments.
Documentation:
Fill in annex 07. Description of relevant, equivalent deliveries in the last 5 years. Including information on the value, date and recipient (name, telephone number and email address). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

§ 25-2. Waiting period before the contract is signed.
(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
(2) The waiting period requirement does not apply
a. when the contracting authority is without obligation to publish the contest, c.f. § 13-3 and § 13-4
b. when the chosen tenderer is the only affected tenderer
c. when the contracting authority awards contracts under a framework agreement
d. when the contracting authority awards contracts under a dynamic purchase system.
