II.1.4)Short description:

Stavanger Municipality, c/o the NAV offices, is obliged under the Social Services Act in the Norwegian Labour and Welfare Organisation Act, Section 27 to find temporary housing/an accommodation offer for those who cannot do so themselves.

The contracting authority is preparing a new contest and would like input that can improve the tender documentation and description of the procurement.

The draft of the joint requirements specification for the three lots is attached to this notice together with the draft of the price sheet.

Lot 1 - Hospice/boarding house - homeless persons with drug and alcohol abuse challenges and/or a low residing ability

Lot 2 - Boarding house/hotel or equivalent residential unit - homeless persons and couples without children

Lot 3 - Apartment hotel or equivalent residential unit - homeless families with children

Feedback on the market survey can be useful so that the contracting authority can prepare the best possible tender documentation.

The service will be relevant in acute situations. Stays in temporary housing must not go on for a long time.

Vital documents that the contracting authority intends to use in the tender contest are attached to this notice.

The stated requirements in annex 1 - draft of requirements for temporary housing, will apply continually for the tenderer in the contract period.

The contracting authority would like, through this prior information notice, to receive input from the supplier market on these documents and any other conditions/input relevant to a future procurement process.

The contracting authority has a good understanding of suppliers" need to protect business secrets and information that may have competitive significance. Responses to this market survey will be dealt with confidentially in accordance with the Public Administration Act §13.

All input must be sent to the contracting authority via the communications module in Mercel, by Tuesday 23.05.2023, at 12:00.
