        The contest will be held as a tender procedure with negotiations.

        The assignment comprises operation of the contracting authority"s bus routes as detailed in annex 3 in the tender documentation.

        Tenderers are invited to submit tenders for four route areas:

        • Route area 1 Ski

        • Route area 2 Nesodden

        • Route area 3 Drøbak

        • Route area 4 Vestby

        Tenders can be submitted for one or more of the route areas, however each route area will be awarded separately. One tender must be submitted per route area. Tenders cannot be merged to form one total tender.

        In route area 3, the operator must submit a tender for a basic offer and an option. The basic offer and option must have different bus solutions.

        The routes have an estimated 9.9 million route kilometres for all of the route areas. Ruter estimates that there will be a need for approx. 140 scheduled buses in order to cover all of the routes. 100 % of the annual routes must be driven with zero emission or biogas buses from the start-up date.
