PROCUREMENT NOTICE:
Invitation for Bids Without Pre-Qualification
Enugu State Water Corporation
PROGRAMME: AFD Support to 3rd National Urban Water Sector Reform Project
Procurement of Package N°3
Construction of Distribution Network of Central Zone, Sub-zone 1 of the Enugu
State Water Supply System

1. The Enugu State Water Corporation (ENSWC) has received funds from Agence Française de
Développement ("AFD") towards the cost of French Development Agency Support to the 3rd
National Urban Water Sector Reform Project. It is intended that part of the proceeds of these
funds will be applied to eligible payments under the contract for the Construction of
Distribution Network of Central Zone, Sub-zone 1 of the Enugu State Water Supply System.
2. The Enugu State Water Corporation now invites sealed Bids from eligible Bidders for the
execution of the following works ("the Works"): Construction of Distribution Network of
Central Zone, Sub-zone 1 of the Enugu State Water Supply System. This package covers the
Construction of distribution network of Enugu City Central Sub-Zone 1 of the Enugu Water
Supply System, including the supply and installation of Ductile Iron (DI) and High-Density
Polyethylene (HDPE) pipes and fittings of various diameters of between 100 mm and 1200 mm.
The works also includes the rehabilitation of existing pipe network, installation of concrete
chambers and associated pipeline appurtenances for air-valves, washouts, Pressure Regulating
Valves, flowmeters, isolation valves, etc. The contract is planned to start in December 2025 with
a construction period of 12 months and a Defect Liability Period (DLP) of 12 months.
A Pre-bid meeting and Site Visit will take place on Wednesday, October 15, 2025, at ENSWC
office. This is optional.
3. Interested eligible Bidders may obtain further information from and inspect the Bidding
Documents at the office of The Project Implementation Unit (PIU), Enugu State Water
Corporation, No. 3 Constitution Road, GRA, Enugu, Nigeria. Telephone: +234 08037112076.

4. A complete set of Bidding Documents may be purchased by interested Bidders on the
submission of a written application to the above and upon payment of a non-refundable fee of
N300,000.00 (Three Hundred Thousand Naira) or Euro 170 (One Hundred and Seventy Euro)
or the equivalent sum in a freely convertible currency. The method of payment will be by
cheque, bank draft or in cash, made out in favour of SPIU, Enugu State Water Corporation and
lodged in the designated account (with payment slip tendered as evidence of payment). The
Naira Account details are as follows: Bank: Access Bank; Bank Branch: Garden Avenue, Enugu;
Account Number: 0783994965; and Account Name: Enugu State French Development Water
Project - Current Operating Cost Account.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the
provisions of AFD"s Standard Bidding Documents: Procurement of Works.
6. Bids must be delivered to the above office on or before 12.00 pm (GMT+1) on Friday, November
14, 2025, and must be accompanied by a Security (Unconditional Bank Guarantee) of
N410,000,000.00 (Four Hundred and Ten Million Naira) or EUR235,000 (Two Hundred and
Thirty-Five Thousand Euro), with a bid validity period of 120 days from bid submission date.
7. Bids will be opened in the presence of Bidders’ representatives who choose to attend at 12.30
pm (GMT+1) on Friday, November 14, 2025, at the conference room of the Project
Implementation Unit (PIU), Enugu State Water Corporation, No. 3 Constitution Road, GRA,
Enugu, Nigeria
8. Qualification criteria are detailed in section III – Evaluation and Qualification Criteria of the Bid
Document including the under stated minimum Conditions for participation:
- Suitability to pursue the professional activity, including requirements relating to enrolment on
professional or trade registers.
- Experience in water construction contracts (pumping stations, transmission pipeline
construction and rehabilitation, concrete tanks rehabilitation, etc,), in the role of prime
contractor, JVCA member, subcontractor, or management contractor for at least the last 5 years,
starting 1st January 2020.
- Economic and Financial Standing
Average annual turnover from construction contracts (calculated as total certified payments
received for contracts in progress or completed) over the last five (5) years of Euro 23,000,000
(Twenty-Three Million Euro) equivalent.
Access to or availability of financial resources, such as liquid assets, unencumbered real assets,
lines of credit, and other financial means, other than any contractual advance payments, not
less than Euro 5,500,000 (Five Million, Five Hundred Thousand Euro) equivalent, taking into
account the tenderer"s commitments for other contracts.
- Technical and professional ability
Two (2) contracts successfully implemented, each of minimum value Euro 19,000,000
(Nineteen Million Euro) equivalent in Design & build, and construction works and
commissioning of large water supply system including water distribution pipelines with
diameters between DN 100 and ND 1200 and length above 50 km that have been satisfactorily
and substantially completed as a prime contractor, joint venture member, management
contractor or subcontractor between 1st January 2015 and application submission deadline.
