         Het doel van de Aanbesteding is het sluiten van een Overeenkomst met één dienstverlener op het gebied van het uitvoeren van het Onderzoek naar de voortgang omtrent de transitie naar het nieuwe pensioenstelsel ten behoeve van de transitiemonitor.

         Op 1 juli 2023 is de Wet toekomst pensioenen in werking getreden. Met de Wet toekomst pensioenen (Wtp) wordt invulling gegeven aan de herziening van het Nederlandse pensioenstelsel, zoals overeengekomen door sociale partners en de overheid en zoals is vastgelegd in het pensioenakkoord. Nu de wet is aangenomen door beide Kamers, kan het transitiewerk voor de sector van start gaan.

         Pensioenuitvoerders en sociale partners krijgen tot 1 januari 2028 de tijd om de overstap naar het nieuwe pensioencontract te maken, de zogenoemde transitieperiode. Gelet op de omvang van deze transitie, de aard van de besluiten en het tijdspad van de transitieperiode is gedurende het parlementaire proces afgesproken de voortgang van de transitie te monitoren.

         Het doel van de monitoring is enerzijds 1) om tijdens de transitieperiode zicht te hebben op de voortgang en invulling van de transitie en de ervaringen van en met de transitie en het nieuwe stelsel en anderzijds 2) om tijdig knelpunten in de transitie te kunnen identificeren en het ministerie van SZW (en de Tweede Kamer) in staat te stellen waar nodig aanvullende maatregelen te kunnen nemen. De opdracht ziet op het schetsen van het transitiebeeld op hoofdlijnen. Tijdens de monitor van het transitiebeeld van de Wet toekomst pensioenen wordt gekeken naar de periode 2023-2028.

         Onderzoeksvragen

         Het ministerie van SZW formuleert in de rol van Opdrachtgever onderzoeksvragen, aan de hand van de mijlpalen en weegmomenten die in de Wet toekomst pensioenen zijn opgenomen. Deze zijn in hoofdstuk 3 opgenomen. Er is ruimte om samen met de Opdrachtnemer de onderzoeksvragen nader in te vullen of te wijzigen. Het Ministerie gaat graag het gesprek daarover aan met de Opdrachtnemer. Daarnaast verwacht het ministerie van de Opdrachtnemer flexibiliteit indien zich in de loop van de transitieperiode ontwikkelingen voordoen die leiden tot de (politieke) wens om de onderzoeksvragen aan te passen en/of andere accenten te leggen.
