Schlüsselfertige Neuerrichtung des Stromrichtersystems als Teil des HGÜ-Systems SuedOstLink zwischendem nördlichen Netzverknüpfungspunkt (NVP) Wolmirstedt (in Sachsen-Anhalt, Regelzone der 50HertzTransmission GmbH) sowie dem südlichen NVP Isar (in Bayern, Regelzone der TenneT TSO GmbH) durch ein Leitungssystem mit einer Übertragungskapazität von 2 GW sowie entsprechenden Umrichterstationen.

Die zu vergebende Stromrichtersysteme beinhaltet die Herstellung und Installation des gesamten betriebsfähigen und schlüsselfertigen Stromrichtersystems, insbesondere die Planung, die Konstruktion, die Fertigung, die Auslieferung und Zwischenlagerung, die Montage und Installation, die Prüfung, Unterstützung bei der Inbetriebsetzung und den Probebetrieb des Systems sowie das Projektmanagement.

VII.2.1)Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Beschaffung eines zweiten Hochspannungsgleichstromübertragungssystems (HVDC-Übertragungssystem) - aufgrund eines kurzfristig im Zuge der Energiewende gestiegenen Bedarfs an Übertragungsleistung - mit einer Übertragungskapazität von 2 GW zwischen dem Netzverknüpfungspunkt Klein Rogahn (Mecklenburg-Vorpommern) sowie dem südlichen Netzverknüpfungspunkt Isar (Bayern) für das Projekt SuedOstLink (Vorhaben 5a gem. Bundesbedarfsplan als Teil des BBPlG) als Erweiterung des Hochspannungsgleichstromübertragungssystems (HVDC Übertragungssystem) SuedOstLink (Vorhaben 5) des bekanntgemachten Auftrags mit der Nummer: 2019/S 230-565051.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Das Stromrichtersystem V5a verbessert die Funktionalität des Stromrichtersystems V5, insbesondere in Bezug auf die Systemführung und Ersatzteilhaltung. Beide Stromrichtersysteme sind in diesem Zusammenhang organisatorisch und planerisch verknüpft. Die Stromrichtersysteme V5 und V5a sollen auf angrenzenden Grundstücken errichtet werden. Ein Auftragnehmerwechsel infolge eines regulären Vergabeverfahrens wäre mit zahlreichen erheblichen Nachteilen verknüpft, u.a. zeitliche Verzögerung der Realisierung des Vorhabens 5a um mindestens ein bis anderthalb Jahre in Folge notwendiger Neu- bzw. Umplanungen sowie erforderlicher Mobilisierungszeiträume, Koordinierungsaufwände bzw. dem Zwang zur Durchführung unterschiedlicher Ersatzteilkonzepte. Konkret würde ein Auftragnehmerwechsel aufgrund eines abweichenden Designs zudem zu einem größeren zeitlichen Auseinanderfallen des geplanten Bauablaufs führen. Hierdurch entfielen finanzielle Synergieeffekte in erheblichem Ausmaß.
