BZ EA Modernisation of Employment Conditions for Local Employees (MECLE)
Reference number: 201865003.001.082The purpose of the Tendering Process is to conclude an Agreement with one service provider for consulting services about the Modernisation of Employment Conditions for Local Employees. This European tender will pertain to the following subjects: 1. The methodology used to determine the salaries of the locally-employed staff; 2. The supplementation scheme for old age pensions, surviving dependents and invalidity; 3. The healthcare provisions for locally-employed staff; 4. Other benefits, as laid down in our so called ‘Mission Version’.
For each of the four subjects mentioned before, Contractor will be asked to:
• present at least two policy alternatives to the current methodology/policy of the MFA, that are in line with the average level of the provisions that our peers have in place;
• provide a calculation of the costs of these methodologies, if they’d be implemented by the MFA in 39 countries.
You are entered in the national professional or trade register
As an Eligibility Requirement, you must be entered in the national professional or trade register in accordance with the requirements that apply in the country in which your
undertaking is registered.
Within the Netherlands, a current extract from the trade register of the Chamber of Commerce (‘CoC extract’) will suffice for this purpose. By current, we mean a valid certificate of registration that is not more than six months old when the Tender is submitted (calculated from the closing date for submission of the Tender).
You are adequately insured against professional risks
You are adequately insured (professional indemnity and/or civil liability insurance) for the performance of the Contract. If we enter into the Agreement with you, you must ensure that you remain adequately insured for the term of performance of the Contract(s).
We can have the supplied financial data audited
This audit shows whether what is stated in the ESPD (Annex 6 - ESPD) is true. We can hire a firm for this purpose.
Technical ability
As an Eligibility Requirement, you have the experience (core competencies) that we consider necessary to be able to perform the services in the Contract.
You have experience with the provision of consultancy services in the field of employment conditions (compensation and benefits) for Foreign Ministries, intergovernmental organisations and internationally operating non-governmental organisations (NGOs), and specifically on:
• compensation (i.e. the methodology used to determine salaries)
• old-age (pension) provisions
• healthcare provisions
• methodologies used to determine other employment conditions for local staff.
