VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The concession has been extended by eighteen months in order to take into account the plenary sessions of the European Parliament that were cancelled during and after the Covid-19
pandemic, and to allow the investments to be amortised.
A new contractual provision creating a more flexible framework for adaptations to the tender is intended to deal with the new realities of unsubsidised mass catering and in
particular the inflation of foodstuffs and legal salary increases.
Finally, the European Parliament has renounced some of the concessionaire’s fixed-cost obligations that could no longer be financed by a reduced activity.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The legal basis is Article 172 paragraph 3 letter b) of Financial Regulation (EU, Euratom) 2018/1046. The alterations to the concession are motivated by the new realities of mass
catering, conditioned first by the Covid-19 pandemic and then by very significant and abrupt cost fluctuations that cannot be absorbed by the initial provision on the revision of
the contract dating from 2016.
