Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Sakarā ar ģeopolitiskās un drošības situācijas izmaiņām, kuras Pasūtītājs iepriekš nevarēja paredzēt, Pasūtītājam ir radusies nepieciešamība pēc papildu būvprojektēšanas pakalpojumiem, paredzot esošā GSV torņa projekta papildināšanu ar jaunas tehniskās infrastruktūras izveidi civil-militārajai koordinācijai, kur papildu projektējamais apjoms būs funkcionāli neatraujami saistīts ar pārējo GSV torni, kā rezultātā radīsies būtiskas izmaiņas visa kompleksa nesošajās daļās un būvkonstrukcijās, radot nepieciešamību veikt pārrēķinus attiecībā uz sākotnēji projektētā GSV torņa konstruktīvajiem elementiem u.tml.. Līguma grozījumu iepirkuma priekšmets (papildu pieprojektēšana) ir saistīts ar projektu un/vai programmu, ko finansē Eiropas Savienības fondi - Fonds: Eiropas infrastruktūras savienošanas instruments (EISI) vai CEF; Nr.: 01113377 — 22-LV-TM-REACT — CEF-T-2022-MILMOB; Projekta nosaukums: Riga Enhanced ATM InfrastruCture DevelopmenT (Gaisa satiksmes vadības torņa modernizācija).
