Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Hitoshi Terai, the Obligating Officer, Director of Administration Division, National Institute for Minamata disease. ⑵ Classification of the services to be procured : 26 ⑶ Nature and quantity of the services to be required : Electricity used in national gardens of the Ministry of the Environment. ⑷ Fulfillment period : From 1 April 2026 through 31 March 2027 ⑸ Fulfillment place : as in the tender documentation. ⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③Are not being suspended from transactions by request of the officials in charge of contract ④Have Grade A, B or C on "sale of products" in terms of the qualification for participating in tenders by the Ministry of the Environment (single qualification for every ministry and agency) in the fiscal year 2023, 2024 and 2025 ⑤Have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law ⑥Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO. ⑦Pledge to excluding crime syndicates and other illegal organization defined in the bid manual. ⑧Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ⑺ Time limit for tender : 14 : 00 February, 2, 2026 ⑻ Contact point for the notice : Accounting Section, Administration Division, National Institute for Minamata disease, 4058-18, Hama, Minamata-shi, Kumamoto, 867-0008, Japan.
