Summay of notice	⑴ Official in charge of disbursement of the procuring entity : WATANABE Satoshi, Director of General Affairs Department, Toyama Labour Bureau ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Electricity supply to be used in Toyama Labour Bureau complex and 4 other facilities in 2026 fiscal year ⑷ Delivery period : From 1 April, 2026 through 31 March, 2027 ⑸ Delivery place : As in the specifications ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ have Grade A, B, C or D in "Selling" in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025/2026/2027 and have qualification for participating in competition of the Tokai-Hokuriku region. ④ have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law. ⑤ satisfy "the condition about the coefficient of carbon dioxide emissions and the situation of the action to reduce the load of the environment" (Environmental Consideration Contract Law, Law No. 56 of 2007). ⑥ not be in arrears either of insurance premiums (2 insurance year about (E) and (F)) for the last two years of this bid submission deadline, for bidders subject to the following insurance systems : (A) Welfare annuity insurance (B) Health insurance (by Japan Health Insurance Association) (C) Seamen"s insurance (D) National pension (E) Worker"s compensation insurance (F) Unemployment insurance ⑦ prove to have no false statement in tendering documents. ⑧ prove neither the business condition nor credibility is deteriorating. ⑨ are not currently in the suspension period for nomination by Ministry of Health, Labour and Welfare. ⑩ have not received any administrative disposition of violation of laws and ordinances under jurisdiction of the Ministry of Health, Labour and Welfare within last a year. ⑺ Time-limit for tender : 10 : 00 am 6 February 2026 ⑻ Contact point for the notice : KUWANA, 1st Accounting Section, General Affairs Division, Toyama Labour Bureau, 1-5-5 Jinzuhonmachi Toyama-shi Toyama 930-8509 Japan Tel : 076-432-2727
