         Nach den durch das Krankenhauspflegeentlastungsgesetz vom 20. Dezember 2022 (BGBl. I S. 2793) neu eingeführten Vorschriften, hat das Bundesministerium für Gesundheit (BMG) gem. § 137k Abs. 3 S. 1 SGB V spätestens bis zum 31. Oktober 2023 einen Auftragnehmer bzw. eine Auftragnehmerin mit der Entwicklung und modellhaften Erprobung eines Verfahrens zur Ermittlung einer angemessenen Personalausstattung auf bettenführenden Stationen der intensivmedizinischen somatischen Versorgung von Erwachsenen (im Folgenden: Intensivstationen) zu beauftragen. Auf Basis der hierunter generierten Ergebnisse ist die Einführung eines Systems zur Personalbemessung auf Intensivstationen, analog zur derzeit laufenden Einführung der Pflegepersonalregelung 2.0 auf Normalstationen, vorgesehen. Aufgrund ihrer besonderen Charakteristika werden Intensivstationen nicht von dem Personalbemessungskonzept PPR 2.0 umfasst, welches ebenfalls mit der Vorschrift § 137k SGB V eingeführt werden soll. Das BMG hat die Ergebnisse der Erprobung bei Erlass bzw. Anpassung der Rechtsverordnung nach § 137k Abs. 4 und 5 SGB V zu berücksichtigen.

         Die ausgeschriebene Leistung gliedert sich in zwei Leistungsphasen. Zunächst erfolgt eine Bestandsaufnahme verfügbarer Personalbemessungsinstrumente und eine Bewertung ihrer grundsätzlichen Eignung für eine verbindliche Einführung in Krankenhäuser. Auf Basis der Ergebnisse der Bestandsaufnahme und der durch Auftragnehmer abgegebenen Empfehlung entscheidet das BMG über die anschließende Durchführung einer Erprobung eines Personalbemessungsinstrumentes.
