The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons

Explanation:

Es werden nur Teile der Prozesssteuerungsanlage für die Tunneltechnik ausgetauscht. Der Austausch und die zugehörige Migration der Serversoftware erfordern die genaue Kenntnis der bestehenden Anlagenstruktur sowie die exakte Einpassung der Komponenten in die Steuerungsprozesse. Diese Kenntnisse liegen nur beim aktuellen Wartungspartner vor. Für die Einarbeitung eines neuen Partners ist mit einem erheblichen Auftrag verbunden, wäre mit neuen Schnittstellen zwischen den neuen und den weiter verwendeten Systemkomponenten verbunden sowie mit einem umfangreichen Test der Serversoftware eines neuen Partners. Diese Tests müssten aus Sicherheitsgründen mit Sperrungen der Tunnel verbunden werden, die aufgrund ihrer Bedeutung in der Verkehrsinfrastruktur vermieden werden müssen.
