         Varsinais-Suomen ELY-keskus pyytää tarjoustanne joukkoliikennepalvelujen hoitamisesta ajalla 1.1.2024 -31.12.2026 reitellä Pori-Olkiluoto (tarkempi kohdemäärittely tarjouspyynnön liitteessä). Sopimus sisältää option sopimuksen jatkamisesta ajalle 1.1.2027 - 31.12.2029. Liikenne hankitaan bruttosopimuksella. Bruttosopimuksella tarkoitetaan palvelusopimusasetuksen (1370/2007) ja erityisalojen hankintalain (1398/2016) tarkoittamaa joukkoliikenteen palvelusopimusta, jossa lipputuloriski on liikenteen tilaajalla. Tämän hankinnan sisältämälle liikenteelle myönnetään palvelusopimusasetuksen mukainen yksinoikeus erillisellä hallinnollisella päätöksellä. Yksinoikeuspäätöksessä otetaan huomioon reitin osan läpi kulkeva pidempimatkainen liikenne. Lippu- ja maksujärjestelmävaatimukset sekä liikennepalvelulain (320/2017) edellyttämät yhteentoimivuusvaatimukset on kuvattu tarkemmin tarjouspyynnössä ja sen liitteissä.

         Tarjouskilpailu koskee joukkoliikennepalveluita yhteysvälillä Pori-Olkiluoto ajalla 1.1.2024 -31.12.2026. Tilaajat varaavat mahdollisuuden jatkaa sopimusta optiokaudella 1.1.2027 - 31.12.2029. Kokonaisuudesta on muodostettu yksi hankintakohde, jonka liikennöintiä hoitamaan tullaan valitsemaan yksi tarjoaja tai tarjousyhteenliittymä. Kyse on hankinnasta, jossa tilaajana on Varsinais-Suomen ELY-keskus ja, jonka rahoittamiseen osallistuvat Porin kaupunki sekä Teollisuuden Voima Oyj.

         Sopimusta voidaan tilaajan päätöksellä jatkaa alkuperäisin ehdoin enintään kolmella (3) vuodella. Erityisalojen hankintalain mukaisesti sopimuksissa lasketaan sopimuksen arvo suurimman kuviteltavissa olevan sopimusarvon mukaisesti. Kuitenkin, jos sopimus on pidempi kuin 4 vuotta, lasketaan sopimuksen ennakoitu arvo maksimissaan 4 vuoden ajalta.

          Tilaajat voivat tehdä vähäisiä muutoksia liikenteen sopimuksen mukaiseen reittiin ja/tai aikatauluun, mikäli olosuhteet tai liikenteen järjestämisen edellytykset ovat muuttuneet niin, että liikennettä ei ole tarkoituksenmukaista tai mahdollista hoitaa sovitulla tavalla. Sopimuskauden aikana lisäyksen vaikutus kilometrien määrään saa olla enintään 25 % ja vähennyksen 25 %. Liikennöinnissä tapahtuneiden muutosten vaikutus liikennöintikorvaukseen lasketaan tarjousasiakirjoissa määritellyn hinnan perusteella. Liikennöitsijä ei voi kieltäytyä muutoksista, jos ne ovat teknisesti toteutettavissa.
