Vancouver Coastal Health Authority (VCH) intends to overhaul Cooling Tower 2 (the Project) for Vancouver General Hospital (VGH). The value of the contract and work is anticipated to be
$680,000.00 to $800,000.00 plus tax. VCH has chosen not to complete a public tendering process for the Project but negotiate and award the contemplated work and contracting for the following
reasons:
• Cooling Tower 2 is a 3000 ton open water cooling tower model CT1-1335 manufactured by Baltimore Aircoil Company (BAC). It is due for overhaul, major repairs and refurbishment. This includes
recoating part or all of the tower, replacing the fill, bearings, shafts, motors, inlets, snouts, nozzels, grommets, gaskets, installing NEMA 3 variable frequency drives, heaters, control
transformer, pilot lights, selector switches, harmonic filter and other items so components are to BAC specifications for reliable operation and extended lifespan. Baltimore Aircoil Company
represented locally by H.R Hudson as the OEM has the expertise, knowledge, experience, OEM parts and engineered replacements for Cooling Tower 2 and is appropriate for this work in the
Project;
• Cooling Tower 1 and 2 are identical towers and critical workhorses for VGH year round. The Project for Cooling Tower 2 needs to be completed prior to the spring-summer season to minimize
and eliminate impacts to clinical, facility operations and patient care;
• There are synergies and savings in OEM equipment, specification and time for the work with BAC in the Project completing it at a lower cost in a shorter timeframe with the most appropriate
expertise for extended reliable operation and the appropriate components required for the overhaul work and compactiblity. These units are engineered, designed and manufactured by BAC. The
Project should be completed by them which VCH wants to disclose in advance to any other potential pre-qualified and authorized bidders for this work;
• Comprehensive Commercial General Liability insurance of $2,000,000 or more is required with WorkSafe BC clearances for other companies interested in this work;
• Prequalified Contractors whom are authorized to perform this work on the Trane and BAC equipment may challenge this decision by sending an email to Raymond Li by 15:00 on November 17th,
2025 Provide proof showing your qualifications, workplan, OEM authorizations, parts supply, repair and overhaul experience, insurance coverage, and WorkSafe BC clearance letter related to the
requirements defined in this NOI. Only challenges from qualified authorized contractors will be reviewed.
