Proponents are advised that, pursuant to the Tariff Response Procurement Directive (No. 1) issued by the Lieutenant Governor in Council under the Economic Stabilization (Tariff Response) Act (British Columbia), US Suppliers are not eligible to participate in this RFP. For purposes of this RFP, a “US Supplier” means (a) an entity, including a corporation or partnership, incorporated or organized under the laws of the United States of America, a state or territory of the United States of America or the District of Columbia, and (b) a sole proprietor who is a resident of a state or territory of the United States of America or the District of Columbia.
Purpose:
BC Hydro is seeking a qualified consultant with extensive expertise in the forestry sector in British Columbia, with an understanding of how global and regional market trends, policy shifts, and mill-specific factors which may influence electricity demand of BC Hydro’s large industrial woods products and pulp & paper products customers.
The consultant shall develop long-term (20+ years) production outlooks and mill-level risk assessments related to each of BC Hydro’s large industrial forestry sector customers. This information is used to help BC Hydro produce its long-term electricity load forecast for the forestry sector.
Contract term is from April 2026 to March of 2028 with an option to extend the contract by up to two (2) additional years

The Contract is expected to be for an initial term of 2 years, which may be extended for up to 2 years through one or more contract extensions, for a potential total term of 4 years.
