      Deze afwijkende looptijden worden gemotiveerd op basis van de complexiteit van de opdrachten hetgeen significante opstarttermijnen van de opdrachtnemer vergt waardoor de volle capaciteit van de dienstverlening niet onmiddellijk bereikt kan worden. Teneinde voldoende tijd te voorzien voor de implementatie van een cybersecuritystrategie, het optimaliseren van de beveiliging, het uitwerken van een roadmap en om te kunnen inspelen op een snel veranderend en innoverend wettelijk kader is een looptijd van 4 jaar onvoldoende. Een snel verloop van dienstverleners zou bovendien zowel op de continuïteit en stabiliteit van de opgezette cybersecuritydiensten en -oplossingen als op de budgetten een negatieve impact hebben.
