Collective catering service, with reduced environmental impact, with periodic and continuous execution, to be carried out at the Carabinieri Departments for the years 2024-2028
collective catering service, with low environmental impact, with periodic and continuous execution, with the following essential phases:
- purchase of food and drinks, which must be of first choice;
- transport of foodstuffs (fruit and vegetables, fish products, milk and dairy products, meat and derivatives, eggs and other processed food products) to the conservation and relative storage premises;
- preparation of meals with purchased foodstuffs (and, where necessary, packaging and delivery) and administration of meals;
- rearrangement, cleaning of the canteen, of the cooking center premises (e.g. sanitizing of crockery, equipment and premises used; disinfection, disinfestation and rodent control of the premises used) and ordinary maintenance of equipment and systems;
- management of food surpluses deriving from the preparation and administration of meals.

all the economic operators envisaged by art. 65 of Legislative Decree no. 36/2023, including competitors specifically and temporarily grouped pursuant to art. 65, paragraph 2, lett. e) of Legislative Decree no. 36/2023 and aggregations between companies adhering to the network contract pursuant to art. 65, paragraph 2, lett. g) of Legislative Decree no. 36/2023, according to the methods indicated in the tender regulations.
each competitor company (even if agent, principal, auxiliary or network operator) will have to produce two suitable bank references. If, for well-founded reasons, the company is unable to present the references requested by the Administration, it can prove its economic-financial capacity through any other document listed in art. 18, paragraph 6 of Annex II.12 of Legislative Decree no. 36/2023.
economic operators, also grouped, network members and/or consortium members or auxiliaries, in possession of the service phases specified in paragraph II.1.5), all to be considered essential, are eligible to participate. To this end, each bidder must produce the following documents:
to. declaration, signed by the legal representative, certifying the list of all collective catering services provided and invoiced to private individuals, entities or public administrations in the years 2020-2022 differentiated by year and with indication of the dates and numbers of the related contracts, beneficiaries (public or private) and invoiced amounts (excluding VAT). In case of R.T.I. it is necessary to specify the phase / part / quota performed by the single economic operator in the analogous supply. Each economic operator must have an annual average specific turnover for similar collective catering services equal to at least 1.5 times the annual value of the lot (excluding VAT) for which participation is requested.
The requirement must be possessed by:
- R.T.I. or by the consortium as a whole, in case of participation in R.T.I. o Ordinary consortium of competitors pursuant to art. 65, paragraph 2, lett. f) of Legislative Decree no. 36/2023. It is understood that each member company of the R.T.I. o the ordinary Consortium must, in any case, make the declaration referred to in the D.G.U.E. in relation to its turnover;
- consortium or, where indicated, by the consortium companies indicated as executors, in the case of consortia pursuant to art. 65, paragraph 2, lett. b), c) and d) of Legislative Decree no. 36/2023.
The bidder who intends to participate in several lots must possess the required economic requirement calculated on the lot with the highest amount among those of interest;
b. self-certification, signed by the legal representative, certifying compliance with the UNI EN ISO 9001-2015 standards, valid, issued by an ACCREDIA accredited body or other body in mutual recognition, relating to the accreditation sector for each essential phase, entrusted to the single economic operator;
c. self-certification, signed by the legal representative, certifying possession of the EMAS certification (Regulation no. 1221/2009 on the voluntary participation of organizations in a community eco-management and audit system) or ISO 14001, currently valid, issued by an ACCREDIA accredited body or other body in mutual recognition, for each essential phase;
d. self-certification, signed by the legal representative, certifying the possession of the certification, valid and issued by an accredited certifying body, certifying the adoption of food safety management systems in compliance with the ISO 22000 standards (referring only to the purchase of , raw materials, semi-finished products and non-food products required, supplying the canteens concerned, as well as the planning, production and distribution of meals with the client"s equipment).
