         De onderhavige opdracht betreft een opdracht voor diensten. Door de fusie met verschillende maatschappijen en de groei van het aantal personeelsleden loopt de huidige ICT infrastructuur tegen zijn limieten aan. De aanbesteder wenst over te gaan naar een Cloud-omgeving in plaats van te investeren in een nieuwe eigen server infrastructuur. De interne ICT-expert zal helpen bij de overgang naar deze omgeving en zal nadien een groot deel van het dagelijks beheer op het gebied van gebruikers en software op zich nemen.

         De opdracht is tweeledig:

         - Ontwerp en installatie van Cloud-omgeving

         - Ondersteuning 24/7 op server infrastructuur, beschikbaarheid van de systemen en back-ups

         Deze opdracht omvat één perceel.

      • Een langere looptijd van de raamovereenkomst dan de 4 jaar die is bepaald in de wet overheidsopdrachten (artikel 43 §2) wordt als volgt gemotiveerd:

      • De raamovereenkomst zal een maximale looptijd hebben van 5 jaar te rekenen vanaf de datum van sluiting. De vermoedelijke sluitingsdatum is eind december 2023.

      • De exit- en transitie van de huidige dienstverleners naar één opdrachtnemer vooraleer tot de core business van de ICT-diensten wordt overgegaan neemt vermoedelijk een periode van 6 maanden in beslag

      • Deze gehanteerde looptijd is verantwoord gezien de hoge investeringskost. De opdrachtnemer zal de huidige ICT-infrastructuur (servers, netwerk en deels cloud) moeten identificeren op de verschillende locaties en inventariseren ten einde via te ontwerpen beveiligde VPN-tunnels de migratie naar de nieuwe private cloud mogelijk te maken. Dit is een complexe operatie. Met een langere looptijd heeft de opdrachtnemer een langere terugverdientijd voor de hoge opstartkosten. Bovendien bouwt de opdrachtnemer gedurende de looptijd van de opdracht know-how op, die het best rendeert op langere termijn.

      • De looptijd is ook verantwoord uit operationeel oogpunt omdat verwacht wordt dat de nieuwe site waar alle diensten samen kantoorhouden opgeleverd wordt eind 2027. De verhuis naar de nieuwe kantoren zal opnieuw een uitdaging voor de ICT-dienstverlening worden waarbij de opgebouwd know-how zijn waarde zal bewijzen
