The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan’s National Innovation System” Project, and intends to apply part of the proceeds for Consultancy services in conducting the “International approaches and best practices of using data in scientific research” Training Program for scientists of the Republic of Uzbekistan applying advanced analytical methods in research using digital solutions.
The Project Implementation Unit under the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan (MHESI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
REQUIRED QUALIFICATIONS AND FRAMEWORK FOR EVALUATION (EVALUATION CRITERIA)
The Consulting firm must possess solid experience with the subject matter i.e. in organizing and conducting training for academia in the field of education and research. Must have prerequisites set for the Consulting firm are:
Firstly, Consulting firm must have experience in implementing a similar project (improving the analytical and research skills of researcher-scientists in their works) minimum for over the past 3 years (5 years is an advantage) with not less than 6 months per program.
Secondly, Consulting firm and its team must be familiar with Uzbekistan’s research and higher education policy agenda.
The assignment is expected to be completed by Consulting firm composed of a minimum of 10 employees including Project manager (1 person). Supervisors (4 persons). Tutors (5 persons). The Consulting firm and the team members shall possess the following qualifications:
Project manager/coordinator:
- MSc degree in Business/Finance and Marketing/Management or Education.
- At least 3 years of experience in the design and implementation of complex projects and/or state programs in Education and Research.
- Foreign experience in international training/research programs or similar projects.
- Familiarity with Uzbekistan’s STI development policy agenda will be an advantage.
- Excellent analytical and reporting skills.
- Knowledge of English is required. Knowledge of Uzbek and Russian is essential.
Supervisors:
- BSc/BA degree (master’s preferred) in management/marketing and administration/public service management or relevant discipline.
- Experience in identifying issues/challenges and proposing solutions to eliminate them.
- Ability to build constructive relationships with the participants and team members.
- Skills in the development of project documentation.
- Skills for organizing effective work of the project team, including with contractors.
- Ability to work independently and make decisions, including in conditions of uncertain environments and limited resources.
- Knowledge of English is advised. Knowledge of Uzbek and Russian is essential.
Tutors:
- MSc/PhD degree in natural/social and environmental sciences or relevant discipline.
- Experience in international grant projects (required).
- At least 3 years of experience in teaching internationally accepted methods of scientific research and good knowledge of international standards of writing academic papers
- C1 or equivalent level of English.
- Resilience and commitment to the mission.
- Effective time management and planning skills.
- Good networking with academia.

To confirm the compliance of specialists/experts with the above requirements, a potential Consultant provides letters of recommendation or resumes of specialists/experts, copies of diplomas, certificates, and other documents confirming the professional qualifications of specialists/experts and their work experience, as well as copies of other documents, confirming work experience.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the CQS selection method set out in the Procurement Regulations.
