1. The East African Community (hereinafter called "Borrower") has applied for financing from the World Bank (hereinafter called "Grant") toward the cost of Eastern Africa Regional Statistics Program for Results and intends to apply part of the proceeds for consulting services of a Statistician - Demographic and Health Statistics Expert
2. The consulting services (“the Services”) include:
a. Develop guidelines for the harmonisation/ standardization of the methodology for demographic and health indicators in the Community;
b. Facilitate capacity building at the NSOs, especially in the areas of demographic and health analysis;
c. Coordinate and support the harmonisation of censuses and survey design, questionnaires and tabulation plans in the EAC region, with particular reference to the measurement of demographic and health indicators;
d. Coordinate the development and adoption of a common methodology for computation of population projections and promote the use of good standards in the generation of these estimates;
e. Produce and disseminate annual report on demographic and health indicators in the EAC region;
f. Compile updated regional datasets on demographic and health for dissemination;
g. Develop and implement a program for enhancing the use of demographic and health indicators in decision making;
h. Identify challenges in the harmonization process and suggest options for addressing them; and
i. Perform any other duties as shall be assigned by the Project Manager.
3. The East African Community now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:
Qualifications and experience
a.A Masters degree in Population studies, Demography, Statistics, or any other related field;
b. At least 8 years of relevant professional experience (of which 3 years must be at senior level) in production of demographic and health statistics in government statistical agencies, research institutions, or other organizations dealing with compilation of demographic and health statistics; and
c. Experience in analyzing population data, vital statistics, routine health facility data (DHIS2) and data from national health surveys (DHS, MICS).
Competencies and skills
a. Should have effective communication, presentation, computer, conceptual, numeracy, statistical, writing, and research skills;
b. Hands-on expertise of statistical packages and population analysis software like SPSS, STATA, PASEX software and other statistical software;
c. A team player, with ability to work in a multi-cultural environment;
d. Ability to work with minimum supervision;
e. Ability to coordinate regional workshops, seminars and conferences in the EAC official working language; and
f. Experience in generating population projections, vital statistics and health statistics will be an added advantage.
4. The attention of interested Consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, November 2020 (Fourth Edition), setting forth the World Bank’s policy on conflict of interest.
5. Consultants will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
