The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for CMPRO software. The compliant material is available solely from Professional System Associates, Inc., as the required support can only be purchased through PMA. The NAICS code is 513210 and the business size is $47 million.

The proposed purchase order is being solicited on a sole-source basis to Professional System Associates (PMA). The proposed action is for CMPRO software, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: PMA is the only source of the required items, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to Professional System Associates, Inc. using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 23 October 2023. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 10/23/2023 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
