This pre-solicitation notice serves as notification to industry of the upcoming solicitation for the Third Party Payment System (TPPS), hereafter referred to as TPPS.

The TPPS requirement will provide a commercial fully-automated transportation payment and accounting process that provides an auditable common, real time, electronic transportation payment environment shared by shipping companies and the accounting process, while capturing and retaining detailed finance and accounting information at the transaction level. The primary place of performance will be at the contractor’s facility.

The United States Transportation Command Directorate of Acquisition (TCAQ) intends to solicit and award a single, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract and task order on behalf of the Department of Defense (DoD). All responsible sources may submit a proposal which shall be considered by the agency.

TPPS – IDIQ Ordering Periods

Base Period – Implementation 01 January 2024 – 31 December 2024

Option Period (OP) – 1 01 January 2025 – 31 December 2029

DoD Task Order Periods of Performance

Base Period – Implementation 01 January 2024 – 31 December 2024

OP 1 01 January 2025 – 31 December 2025

OP 2 01 January 2026 – 31 December 2026

OP 3 01 January 2027 – 31 December 2027

OP 4 01 January 2028 – 31 December 2028

Both the IDIQ and the DoD task order will include FAR 52.217-8, Option to Extend Services, which permits extension of the IDIQ and DoD task order for an additional six-months (01 January 2030 – 30 June 2030). The Government will utilize the DoD Source Selection procedures to award to the offeror determined to represent the best value to the government. This requirement will be solicited as full and open utilizing the North American Industrial Classification System (NAICS) code is 522110, Commercial Banking, with a corresponding size standard of $850 million in assets. The anticipated date for release of the solicitation is on or around 25 August 2023.
