THIS IS A SOURCES SOUGHT ONLY. This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work; also, to determine the appropriate procurement strategy, in particular, whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract and will not pay for any information or administrative costs incurred in response to this notice.

The anticipated North American Industry Classification System code is 562991, Septic Tank and Related Services, with a small business size standard of $9,000,000.00.

The Government is considering awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The base contract will be for a five-year ordering period. The estimated maximum value for the IDIQ contracts is $50,000.00. Fixed price delivery orders will be issued as
required.

The Bureau of Reclamation, Lower Colorado-Basin, Yuma Area Office (YAO), has a requirement for Portable Restroom at multiple sites surrounding areas in Yuma, AZ, Blythe, CA, and Needles, CA. The contractor shall furnish all delivery, materials, equipment, and labor required to complete the following: monthly supply of portable restroom, and weekly cleaning services of portable restroom.

The portable restroom(s) must include the following features:
1.Delivery of clean and sanitized portable restroom(s) arrive in a sanitized condition and is kept sanitary throughout rental period agreement.
2.Weekly cleaning of portable restroom when in use to include pumping, service and cleaning of portable restroom.
3.Contractor will provide a schedule for servicing each portable restroom on a weekly basis.

Delivery of units to be made when requested by YAO. Upon request for the delivery, the Contractor will have no more than 5 days to comply with the delivery. The contractor will need to service the units on a weekly basis. Must be scheduled to be serviced Monday through Thursday, 7:00am to 3:30pm

Minimum of 2 rolls of toilet tissue at each weekly service
Anti-slip flooring surface
Translucent roof to allow ample light and visibility.
Maximum ventilation to minimize odors
Occupancy indicator handle to provide privacy to bathroom users.
Hand sanitizer
Disposable toilet seat paper covers
Stabilizing stakes to hold portable restroom in place

Capability statements are to be submitted no later than August 18, 2023. All responses to this notice shall be submitted to Jennifer Garcia via e-mail to jgarcia@usbr.gov. Include the reference number 140R3023Q0077 in the subject line.

The capabilities package should include the following information:

1. Provide business name, Unique Entity ID, address, point of contact to include e-mail address, telephone number and website if applicable;
2. Business size and type (8(a), HUBZone, Service-Disabled Veteran-Owned, Small Business, Women-Owned Small Business, Large Business, etc.);
3. Demonstrate the firms capability and experience by providing a list of projects completed where the work involved similar contracts in the past five years, and in which your firm performed the work. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, prime/subcontractor, location, and the customers contact name and phone number for the work completed.
When it is determined that a formal solicitation will be issued, the solicitation will be posted on Contract Opportunities at sam.gov website at http://sam.gov/.
