This sources sought notice has been issued to survey the market and assist the United States Coast Guard (USCG) in determining possible sources for consideration. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award.
Description of Supplies/Services.
The US Coast Guard is conducting market research to seek potential sources that possess the capability to provide Systems Engineering support for its major cutter programs. Interested sources must be experienced with the following:
-Government Ship Acquisition Design requirements (general)
-Naval architecture design, design integration, and engineering methods
-American Bureau of Shipbuilding classification for Naval Vessel Rules and Steel Vessel Rules ships
-Dynamic Object-Oriented Requirements System (DOORS) results evaluation
Experience with Model-Based Systems Engineering is desired, especially with respect to data sharing, modeling, software use, modeling methodology, and Government/Contractor collaboration. Experience with Hull, Mechanical, and Electrical, Machinery Control Systems, and Command, Control, Communications, Computers and Intelligence (C4I) systems and integration of these areas is essential to performing these analyses.
Tools and capabilities to accomplish this work include the ability to view AutoCAD drawings, 3-D model Navisworks, DOORS, and security clearance requirements to access government integrated data environments. Capabilities to support potential site visits, and virtual communications via Microsoft Teams may also be required.
