Military Ocean Terminal Concord (MOTCO) Job Order Contract (JOC)

The Government anticipates issuing an Invitation for Bid (IFB) for a single award Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract (JOC) for Real Property Sustainment, Restoration and Modernization (SRM) minor construction in support of the United States Army Directorate of Public Works (DPW) located at Concord, California. The preponderance of the work is within Military Ocean Terminal Concord (MOTCO) which makes up of 115 acres of Inland and 7,630 acres of Tidal Area, which includes 2,045 acres of offshore islands installation’s total footprint.

The term of the contract will consist of a 12-month base performance period and four (4) 12-month option periods, commencing on or about 15 September 2023. The estimated magnitude of the total requirement is between $25,000,000.00 and $100,000,000.00. Firm-fixed price task orders placed under this contract will range in value from $2k to $2M.

This acquisition is 100% Small Business Set-Aside. The designated North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction; the Small Business Administration size standard is $45M per annum.

The Government anticipates release of the solicitation on or around 15 June 2023 with a projected closing date and time of 11:00 a.m., Pacific Standard Time, on 25 July 2023. **NOTE: The Government will ONLY be accepting hand delivered bids to the address designated by the Government on 25 July 2023, no mail in bids will be accepted.** Interested parties are encouraged to re-visit the site for updates to the date/time set for receipt of bids.
