This procurement is for one (1) National Stock Number (NSN) 4330-01-190-3579, which supports various versions of the High Mobility Multipurpose Wheeled Vehicle (HMMWV). This NSN has an AMC/AMSC of 1/Z and is code and part with two sources as stated in the attachment. This part is a commercial/ nondevelopmental/off-the-shelf item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources are available, AMCs 1 or 2 are valid.
This acquisition contemplates the award of a contract for items of supply for which the Government does not possess complete, unrestrictive technical data; therefore, the solicitation will issue as unrestricted with other than full and open competition under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2).
The procurement is for five (5) years, which includes a three-year base period and up to two option years. Solicitation SPE7MX-23-R-X034 will be used to establish a Firm Fixed Price (FFP) Indefinite Quantity Contract (IQC). Simplified Procedures for Certain Commercial Items under FAR subpart13.5 are applicable.

All responsible sources may submit an offer/proposal, which shall be considered. The final award decision will be based upon a combination of price, past performance, delivery, and other factors as described in the solicitation.
This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/. Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS. All offers/responses will be due as listed on the closing date and time specified on page 1 of the solicitation.
