THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY

The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides for Post Production Engineering and Integrated Logistics Support services to ensure maintainability and supportability throughout the remaining lifecycle of the F-5F/N aircraft in the Naval inventory. NAWCAD intends to award a Cost Reimbursement Indefinite Delivery Indefinite Quantity (IDIQ) contract to Northrop Grumman Company (NGC) for a five (5) year ordering period from 06 July 2023 to 05 July 2028.

NGC is the F-5 Original Equipment Manufacturer (OEM), and, as such, the sole Intellectual Property owner for the technical data to be delivered under a Special Licensing Agreement. In addition, NGC is the sole Intellectual Property owner of technical data required to perform engineering and/or logistics analyses and to manufacture and/or repair certain F-5 components. Due to data rights restrictions for technical data required as a delivery, or in order to perform services, manufacture or repair under this contract, NGC is the only source capable of satisfying the Government’s requirements.

A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Although this notice of intent is not a request for competitive proposals or quotes, interested parties may submit a capability statement in writing to the Contract Specialist, Ms. Sarah Carter, sarah.b.carter8.civ@us.navy.mil, no later than 5:00 PM EST on June 2, 2023.
