Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with The Association Mondiale De La Route (dba PIARC), SAM.gov Unique Entity ID YJE1JXDWBUJ3 for their Special Project on Interurban Cycling Infrastructure. The FHWA supports efforts to produce the contents of a PIARC Special Project on Interurban Cycling Infrastructure. The activities envisioned are consistent with Agency and departmental priorities related to road safety and the promotion of U.S. practices. The FHWA is a member of PIARC and is represented by delegates from the FHWA and state departments of transportation (DoT) representatives. PIARC is the only world-wide intergovernmental road organization focusing on developing and promoting efficient tools for decision making on matters related to roads and road transportation.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
