Assignment Title: International Cooperation Specialist in Higher Education

The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services.

The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine.

This assignment aims to support the activities of the Ministry of Education and Science of Ukraine in developing international cooperation by coordinating the international dimension of higher education reforms and engaging external partners to improve the higher education sector within the framework of the Ukraine Improving Higher Education for Results Project.

The role of the Consultant on International Cooperation in Higher Education involves ensuring support for all activities aimed at achieving the PDO by aligning international cooperation with the needs of higher education in Ukraine. The Consultant is expected to coordinate cooperation with international partners and align activities within the Project with best foreign practices, contributing to the successful implementation of all its components.

The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.

MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
