The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services.
The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine.
This assignment aims to support the activities of the Ministry of Education and Science of Ukraine in the development of dual education and veterans" education to improve the higher education sector within the framework of the Ukraine Improving Higher Education for Results Project. The role involves expert, analytical and organizational activities focused on the development (including proposals for improving the regulatory framework), implementation and scaling of specialized educational models - dual form of education (not excluding other forms of practice-oriented training) and various educational programs for war veterans, including dual ones - ensuring their relevance, quality, and compliance with the needs of the labor market and social reintegration.
The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.
MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
