Assignment Title: Higher Education Network Modernisation and Institutional Development Specialist

The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services.

The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine.

This assignment aims to support the activities of the Ministry of Education and Science of Ukraine in the reorganization of the network of higher education institutions in order to improve the higher education sector within the framework of the Ukraine Improving Higher Education for Results Project. The role involves analytical, design, consulting and coordination activities in the field of development and implementation of scenarios for modernization and consolidation of the network of HEIs with subsequent provision of support to consolidated higher education institutions aimed at developing their institutional capacity, including by facilitating the formation of partnerships with business, as well as monitoring and analyzing the results of the reorganization.

The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.

MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
