Assignment Title: Specialist in Legal Issues of Implementing Reforms in Higher Education

The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services.

The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine.

This assignment aims to support MoES in legal issues, legal expertise of regulatory legal acts, and the formation of regulatory legal support for reforms to improve the higher education sector. The task primarily concerns the development of dual education and education of adults, including veterans, but is not limited to these areas.

The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.

MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
